Public Safety Land Mobile Radio (LMR) Interoperability with LTE Mission Critical Push to Talk

STACS® solves all use cases listed in Section 4 Examination of Public Safety Requirements.

Use Case 1: Single Talkgroup PTT Voice Interworking:

  • Communication between an LMR and LTE officer while responding to the scene of an incident.
  • Communications between an LMR and LTE officer while at the scene of an incident.
  • Communications between LTE dispatcher and LTE officers on a shared talkgroup.
  • Communications between LTE dispatcher and officer using the LMR radio system.

Use Case 2: Multiple interconnected LMR/LTE talkgroups.

  • The need for multiple interconnected LMR/LTE talkgroups.
  • Use Case 3: Off Network Communications.
  • The need for interoperable communications between first responders who may be off network.
  • The need for communications between off network LMR users and on network LTE users.
  • The need for communications between off network LTE users and on network LTE users.
  • The need for communications between off network LMR users and off network LTE users.

Use Case 4: Consultation/Full Duplex Voice.

  • The need for full duplex voice communications to support an emergency incident.
  • This use case does not specifically impact LMR to LTE Migration or interoperability but is listed in order to account for all required elements on LTE PTT Voice.

Use Case 5: Incident Command Scan.

  • Functionality of a standard LTE public safety subscriber device
    (vs. specialty devices and dispatch consoles).
  • The need to monitor several talkgroups simultaneously.
  • he need for some audio to be prioritized over other audio streams

Use Case 6: LTE Talker ID and LTE Emergency Call Button.

  • On Network transmission of Unit ID and Emergency Alert.
  • This use case does not address off network capabilities.
  • Display of Unit ID information from both LMR and LTE personnel.
  • Display of Emergency Alarm activation information for both LMR and LTE personnel

Use Case 7: Cellular Push to Talk/Over the Top Push to Talk.

  • Interoperability between LMR, NPSBN, and PoC and OoT users.

Use Case 8: Encryption.

  • Communication between personnel using both LMR and LTE devices.
  • Communication between LTE dispatcher and personnel using either LMR or LTE devices.
  • Communication between LMR dispatcher and personnel using either LMR or LTE devices.

Arizona’s Largest Wildfire – “The Wallow Fire” – June 2011

  • The Arizona Department of Emergency Management (ADEM) was tasked with supporting many evacuees that were forced to            leave their homes
  • The State setup an “all in one” recovery center for evacuees to work with state agencies such as the Arizona Health Department,        Arizona Department of Economic Security, Child Protective Services, Arizona Public Service and private organizations like the            American Red Cross.
  • These agencies needed phone lines & data access & the Internet at this large service center.
  • STACS®became the primary means of Voice Over Internet Protocol (VOIP) and Internet Access. These communications paths          were successfully and economically provided for nearly one month.

In an announcement related to the introduction of the STACS communication system by at the 2012 Border Security Expo, the company has announced that much-decorated Lt. General Russel Honore (Ret.) was slated to be present at the March 16 production launch of the STACS communications system at the ICO RALLY fabrication facility, which is located in Ontario, CA.

 

Lt. General Honore, considered the “ICON of Preparedness, was the 33rd commanding general of the U.S. First Army at Fort Gillen, GA. He was also head of Joint Task Force Katrina, responsible for coordinating military relief efforts across the Gulf of Mexico following the devastation of Hurricane Katrina. In a prior assignment, he was 2nd Infantry Division Commander while stationed in Korean.

General Honore also wrote a best-selling book, published in 2009, titled “Survival: How Being Prepared Can Keep You and Your Family Safe.”

With regard to the STACS system, General Honore has been quoted as not only endorsing the technology, but also stating that “Every municipality and emergency management agency in the United States should be required to have one of these in their possession immediately.”
